Con­ver­si­on for inter-mar­ket tran­sac­tions

On Thurs­day, 18.08.2022, a chan­geo­ver will take place in the secur­Ph­arm sys­tem: In the spe­cial case of inter­mar­ket tran­sac­tions (IMT for short), a so-cal­led tem­po­r­a­ri­ly con­sis­tent cli­ent ID will be trans­mit­ted from the chan­geo­ver onwards. In this case, tem­po­ra­ry means that the cli­ent ID will be repla­ced by a new cli­ent ID after a maxi­mum of six months. In the imple­men­ta­ti­on, the NGDA has ensu­red that the tem­po­r­a­ri­ly con­sis­tent cli­ent ID for IMT does not allow any con­clu­si­ons to be drawn about the veri­fy­ing body’s exis­ting N-ID or can be used for iden­ti­fi­ca­ti­on in any other way. This ensu­res that a high level of pro­tec­tion of sen­si­ti­ve data of the veri­fy­ing enti­ties is also main­tai­ned for this spe­cial case. Inter­mar­ket tran­sac­tions only occur when a pack manu­fac­tu­red (exclu­si­ve­ly) for a for­eign mar­ket is tes­ted or dis­pen­sed, for exam­p­le in the con­text of a sin­gle import in accordance with Sec­tion 73 (3) AMG. Not­hing chan­ges in the rest of the sys­tem. This means that the dyna­mic pseud­ony­miza­ti­on of the cli­ent ID con­ti­nues to take place for all other sys­tem queries: Each sys­tem query from the veri­fy­ing aut­ho­ri­ties is car­ri­ed out using a new pseud­onym. This pseud­onym is gene­ra­ted using a dyna­mic ran­dom pro­cess. This chan­ge imple­ments a Euro­pean sys­tem requi­re­ment. The mea­su­re ser­ves to impro­ve pro­tec­tion against coun­ter­feit­ing in the cross-bor­der move­ment of goods and is the­r­e­fo­re also in the inte­rests of the veri­fy­ing aut­ho­ri­ties. When we next update the FAQ, we will include this tech­ni­cal chan­ge for IMTs in the appro­pria­te place.
